you are going to divide 16 by 25.
.64 is your answer. You add a zero to the 16 and your decimal place stays before the zero.
With 2 and 1/5 change it to an improper fraction.
It's 11/5 You multiply 5 and 2 then you add 1 to that answer to get the new top number. The bottom number stays the same. Now divide 11 by 5.
The answer is 2.2

Two of the easiest ways to express fractions as percents are:
You make the bottom number out of 100, and whatever you times the bottom number to get 100, you times the top number by:
1.) 16/25 = To get from 25 to 100, you times by 4.
Therefore this would change it into 64/100.
Therefore it's 64%
21/5 = To get 5 to 100, you times by 20.
Therefore this would change it to 420/100
Therefore it is 420%
OR
You can actually divide the fractions and then times them by 100.
16/25 = 16 DIVIDED BY 25 TIMES BY 100 = 64 %
21/5 = 21 DIVIDED BY 5 TIMES BY 100 = 420 %
