The Iraq war could be considered a form of foreign aid if you believe many of the justifications that the Bush administration has given.
If we had spent the money that the Iraq war has cost us on Americans instead, a lot of good could have been accomplished here in our own country—cancer research funding, national security, heart disease and diabetes treatment, education, etc. 2 billion dollars a week is a lot of money.

For starters, I personally believe this nation would be a much better place, if not a really great place, if all funds that we have been spending abroad, were in turn, spent on our nation.
I know that our nation has approximately 300 million people living in it. The most recent bill that our President requested from congress, which got approved, was for an additional $120 Billion for spending abroad. Sadly that wasn't even the first bill that he requested. The U.S. has spent serious amounts of money over the past few years on "efforts" abroad.
Just based on this past bill alone, if the funds were to be spent on each and every American equally, each person would have gotten $400. Over the past few years, many bills were past approving the President's requests for additional funding to be spent abroad.
Based on this track record, we the people could have each gotten a few thousand dollars worth of assistance to be put towards our education or health needs.
Our education system would be what it should be, one of the leading education systems in the world. Universcities wouldn't be so difficut to get into, because government loans to students would be less difficult to obtain. Kindergarten through High School level education systems would dramatically change, as each district would recieve the funding it needs for supplying the proper equipment and text books for all classes. Teachers would be adequately paid, not notoriously underpaid, thus creating drive and enthusiasm, which would equate to better overall grade point averages and higher passing / graduation rates.
With better education comes better jobs. With better jobs, comes higher salaries, thus resulting in the disappearing of our nation's troubled cities. Bad neighborhoods would be transformed to beautiful neighborhoods, because poverty would disappear. America as a whole will be a better place to be, live, and work in.
Healthcare would be something that everyone would have and can afford, because the "tiers" or "levels" of eligibility would be non-existant. Everyone would have the same options and capabilities. The "John Q" movie would be based on fiction, rather than the current sad truth that our nation's citizens must live and deal with.
Put aside half of the money saved, and spend it on disaster relief. New Orleans, Louisiana, and the surrounding region would have been completely rebuilt by now, because all funding would have been directly paid to those rebuilding the nation.
How about life in itself? Roads and all systems in place that make life the way it is for us would be immaculate. Our public transportation systems would be up to par and beyond.
Our nation really needs to reevaluate itself, and stop worrying about everything else, at least before itself. This nation needs to clean itself up, and then, lead by example, and spread the joy. This isn't something that truly exists in our nation currenlty, which is why we are having a difficult time convincing other nations to assist us in "assisting" other nations, because they see right through our government, in that it is only out to make more money for itself, rather than truly work as a "humanitarian" and assist other nations.
America cannot help any other nation, until it helps itself.
Sadly, America is the wealthiest nation in the world currently, but we're not showing it because of too much corruption in our government. We as a people really need to stand up to fight against that corruption. We need to knock-out of office those that betray us, and put in place those that will help us.
One day this will occur, but sadly that day is too far on the horizon to witness as it approaches.
My beliefs are very strong, to the point in which running for office some day is something that I really want to do, to truly make the difference that all these people in politics just can't seem to do. Who knows? If I end up getting enough people that agree with me to support me on the road to the White House, I can see myself running for office.

But the Chamber of Commerce is denying that they have accepted foreign money with hidden sources to buy political advertisements and influence elections. Say it isn't so. Time will tell.

People around the world would starve. There would be no industrialisation of third world countries. Disease would be rampant. And we wouldn't have to worry about just the Mexicans coming into our country illegally.

I don't know, but I think if they're going to be that ungrateful (and we know they are), we ought to just find out exactly how well they do without our money. Let's stop giving it to them.
