You need to take the whole statement in context. What you are trying to describe is a "combination supply fitting with shut-off valve", the valve is part of the unit.

This is a water valve that connects to the rough supply plumbing on one side and the fixture supply tubes on the other. Generally, the "input" side is a 1/2" fitting that matches the rough plumbing, the valve is in the middle, followed by a 3/8" compression fitting on the "output" side.

I think we need more info. What are these instructions relating to? Since hot and cold lines should not be tied together into one line, it makes me think of only one device. A faucet is a combination supply fitting. Both water lines are connected to it and hot and cold can both be turned on at the same time. Edit your post if this is not what you meant.
