On a sunny and hot day, white and light colors are better to wear because the sun rays tend to bounce off the light colors, whereas dark colors absorb them and you will be burning up. This question is better to be asked in Beauty and Style, tho.

If you mean temperature-wise....white. Black absorbs heat while white reflects it.
If you mean cooler as in fashion--black is a more chiche look.

If you mean temp, the white obviously as it is the most reflective of light. So it reflects the rays of light, meaning you get less hot.
But for style its black all the way. White... too easy for dirty marks to show up on it.

Black absorbs it so it makes you hotter.
Fashion wise, go with the black. It is more flattering and more chic.
