x1950pro its only 18days old,the pc just jolts when i press the power button

Does your power supply have enough juice on the +12V rail? The X1950 Pro draws about 66 watts, mostly on the +12V rail. Try running that card on a power supply with at least 18 amps on the +12V rail (dual rail is best).

Either you are drawing too much power for your power supply to handle or your graphics card is damaged.

First step is to get a more powerful power supply. 700w is a good size. Try it with your card. If still nothing then go get a new card. Keep the power supply as you'll need the extra power.

I think you just answered your own question. Either the original card is damaged (likely), or has the wrong drivers installed (unlikely).
