His speech is designed so that you understand it most of the time, but other times, you can't.
Usually, when he's angry, it's all a "blur" of noises, so you're not going crazy if this is one of the times you don't understand him.

Nope. He has a rediculous voice. I think he only exists because people can impresonate him and laugh at his voice....weird duck...
