i know how to ride on my kinetic scooter but do not have a driving licence. many of my friends have what we call "scooty's " which have a less powerful engine but they do not require a licence. but i'm not sure whether i need a licence or not.

Licencing laws are different in all countries and states within those countries.
You don't say what country or state you are from.
This info could get you the answer you want from someone in that country or state.

Motorized Scooter driving on public roads better check with your Department of Public Safety or Department of Motor Vehicles. And wear a helmet. Driving illegally will be several tickets and cost more than finding out what the Law says. You are of legal driving age arn't you?

Any vehicle running on an engine, (With or Without gears )requires the permission of the Authoritites.
So is the case with Scooty's.
So you definetly need the License, and it is your friends who should be asking this question.\
