When will the secondary DNS take over from the primary DNS?

If the primary name server fails to respond, whether it be down or just overloaded at the time, the request will be sent to the secondary / slave server. In fact some admins use this for load balancing.

If the primary DNS Server goes down the secondary takes it place.
