Yes, you have the right to ask questions; you also have the right to answer questions, with certain boundaries.
It was spelled-out when you joined Yahoo Answers that 5 points are deducted when asking questions.
Answer more questions to build-up your point base.

Every time you ask a question on here it is -5 points. Answering gives you +2 points. Choosing a best answer to your question gives you +3 points. You have no more or fewer "rights" than anyone else, this is just how it is set up.

well its a rule dear when u ask Question yr points gets decreased and when u answer a Question points gets added.

Its privately owned. They have a right to their rules. Kind of like, no shirt, no shoes, no service. It is wonderful that private business still has this right.
