Both. But it depends on the situation.
Some people are just born into a life of hardship, no equal opportunities, only poverty, unfairness, desease, cruelty and so many more other injustices than it is even possible to count....and to me, in such cases, happiness is a matter of circumstance....
And then there are some people have everything that they want in life, but they´re not happy, and they dont know why....i believe that in such cases, happiness is a matter of choice, and i know they´re not purposefully making themselves unhappy, they´re just depressed and everyone has a battle of their own that they must fight, and depression is not easy to come out of...so i have understanding for all reasons for unhappiness....
Having said all that, though, i also must say that i find it amazing that some people, even when they are living through such hard times, under such harsh circumstances, somehow find a way to smile and not let their spirits die....i cannot say in words how much i admire that kind of strength...makes me realize that even though happiness is not always a matter of choice, hope certainly does seem to be....

It is mostly a matter of choice. You could still choose to be happy even when you do not have material things. I have seen so many people who are happy with whatever they have. Of course, you will be happy if you win a lottery and buy material things. But again if you make wrong choices such as drugs, gambling or any other bad choice then happiness will eventually go down the drain. You will be a Millionaire but very unhappy one. So happiness is a matter of choice.

It is a matter of choice. The same circumstance creates happiness in one person and unhappiness in another.
Consider a farmer and a football fan. The farmer is happy if it rains because it is good for his crops while the football fan is upset as his team's match will be ruined.
Thus the rain made one person happy and another unhappy.
But the fan can console himself and choose to be happy: Matches will come again. He has chosen happiness.

That is really good question. Personally I feel it can be both. Sometimes I almost have to force myself to be happy, but then again I soely think that the matter of circumstance has everything to do with affecting a person's attitude in and towards life.

A lot of choice and a little of circumstance. Some things will make you sad, such as the death of a loved one, but some people let the loss of a parking space make them sad. You can overcome most obstacles and be happy.
