If I recall the episode correctly, it was pretty much just an acknowledging gesture, kinda of like a secret clubhouse handshake, and nothing was necessarily said while doing it.

There wasn't a saying, it was the secret sign of the Loyal Order of Woodchucks, of which Spanky is the treasurer. It's a great episode, after the kids give him the 'dough', they end up following him everywhere because they don't trust him.
