I know the vehicles license plate, color, make, model, vin, and the registration info off the tag in the front window but I need to know the name of the owner of the vehicle, however Im not looking to pay for this service - are there any websites or places u can go to find out such info?

No such thing. I don't think you can even find a website where you can pay for that service. Too much liability in releasing that information.

just why do you need this info, lol. If you got close enough to get the VIN finding out who the owner is should be a snap. Got a friend who is a cop? They could find you the info!
