The first thing is to frame the issue. Tourisim is a material segment of economic activity. So with that being said there most likely would be some benefit to promoting the positive aspects of a given country/region's attributes that tourists are seeking to use.
Comparitve arguement: If promoting tourism works for developed countries, it seems to reason it work for developing countries. Also keep in mind it is reasonable to expect that the tourism boards of New York, Toronto, Switzerland, Norway, Las Vegas, etc. (all wealthy areas) have studied the issue and have concluded promoting tourism has positive results. Actually there is a campaign to promote tourism in California. You should look that up.
The benefits of tourism are basic and not like any other industry such as steel production, making cars, growing crops, making clothes, etc, increased economic activity will provided benefits to the local economy.
For a developing country tourism brings in foreign currency. Also it does not require larger long term projects, like building a steel mill or auto plant. The service sector jobs for tourism do not require advanced skills and education. And if the local labor force has limited education and work skills you have a match and can put people to work right away.
Look at the Dominican Republic, they have a big tourism business.
On the other side, tourism should not be the only focus of economic development. This lesson is not limited to developing nations, Pittsburgh had too much concentration on the steel industry, which worked out great for many years, but when that industry declined and/or moved out the city was damaged and looked to other industries, funny enough, one was tourism.

If you look at Thailand, whilst it is true that tourism has greatly developed its economic position, there are several drawbacks.
Much of the money returns to MEDCs due to the existence of transnational corporations - this could be in the form of western hotels or airlines.
You end up with a two tier class system, with those living near the tourist areas benefiting more.
Pollution is a major problem, for example the beach called Pataya is suffering from massive water pollution, due to sewage being pumped into the sea.
Many argue that you end up losing your culture ... and this problem is compounded when people are displaced from their homes by tourist projects.
On the other hand, a place like Xcaret in Mexico has developed a system of ecotourism, where people are not allowed to drive, special non-polluting sun cream is provided. This means that tourists do not harm the area, and can learn a lot about the culture and history of the area (it was previously a Mayan port!) as well as enjoy swimming with dolphins!!!
So whilst tourism clearly has financial benefits, and can strengthen the economic position of a country, it has several drawbacks.
One last point is that in India, Western tourists are usually charged extortionate fees for entrance into certain areas, or are targets for crime.

Yes, the more money they can make the better. If you have no exports to sell, tourism is your best option to bring in money. Look at Jamaica: they have almost no exports to speak of outside of rum and agricultural goods. In fact 60% of their economy is services and tourism. Why wouldn't you sell the idea of a tropical paradise to rich Americans?

Yes. It would help to generate jobs for the people.
Developing countries can also earn more money through the earnings of tourism.
Besides that, it help to reduce the reliance on industries such as agriculture or manufacturing.
