First...thanks to those who caught my...er.... "grammer" mistake! :o)
I'm really not even bothered by the poor wording if the question is understandable. I have also worked with people from a number of other countries, so I know there are differences in sentence structure etc. It's just that sometimes I can't figure out what the person is asking. Not a biggie, just curious as to what others have to say about it.

Because most people slept through their 1st Period English Classes in grade school. Like, "Who cares...-It's ONLY English..." I rest my case. :)

Sometimes people get in a really big hurry and don't pay attention to what they're typing. And sometimes you know what you want to say, but you just don't know how to say it so that others can understand exactly what is it that you're trying to say. And then it comes out to be a jumbled mess. And a lot of people don't practice spelling correctly, and that too can make it difficult. Some of us think that this is a really fun site and a great past-time; a place to just be loose and have fun; we don't have time for correct grammer. We save that for work.

By grammer I assume you mean grammar. I'd say that generally the problem with the grammar or spelling of a number of posts on Answers is simply that people are not spending enough time writing their answers out correctly. Also it appears that some people, particularly young teens, think it "cool" to write poor sentences.
On the other hand, poor grammar or spelling does not disturb me on these boards unless the author is one of the arrogant fools on the government and politics section ranting about "uneducated immigrants" and their supposedly sub-standard English skills. :-)

Because of poor mind to paper coordination. In other words, the person knows exactly what they are asking, but does not put it in language that most others will understand. "Grammer" is spelled "grammar" , by the way.

I do wonder whether grammar has been taught properly over the last 20-40 years, or whether standards have dropped because teachers' time is taken up keeping order. Standards have definitely dropped off since my schooldays.
I read many maths questions with ambiguous formulae and impossibly worded questions. As these questions are presumably copied directly from homework, I wonder whether it is the pupils' fault or not.

Yeah I'm asking the same question.
Although English isn't my mother language and I started being interested in it last 3 years I can easily notice grammatical disasters on a daily basis.
I guess people don't give a crap anymore about language.
