The rules on fireworks vary from one city to another and from one county to another. Many towns and cities have ordinances that prohibit fireworks in the city limits.
Most counties allow fireworks in the unincorporated areas of the county, but some have bans due to dry vegetation and fire hazards--not as much of a problem this year as we have had a very wet spring.
Bexar County, which is where San Antonio is located, has several designated areas where fireworks can be lit.
Chances are if you live in Texas you are within driving distance of a fireworks legal area. Check with your city and county to find out where the nearest areas are. Texas is a big state, so there are a lot of different places and conditions here.

According to the law, the only fireworks you are allowed to light are fireworks meeting requirements of CPSC and DOT Consumer Fireworks definitions, except for small rockets (less than 4 gms propellant, and casings less than 5/8 of an inch x 3 ½” overall length.) Anything else, you'll need a permit.

Outside the city limits. They are illegal because of being a fire hazard.
