can anyone explain the above question

I think you mean 'evolution' of the system of measurements.
usually in classes they are looking for a comment on how...
in the begining there was no 'unit' of measuring a weight or length. usually a scale was used to barter with.
later a central governing body would define a unit based on an arbitrary standard. for example a cubit depended on each persons arm, or a 'foot' depended on the king's foot.
later the unit was standardized by storing a representative sample in a centralized location. this was referred to to make sure everyone uses the same units.
and then finallly the units are defined in terms of physical constants that do not, cannot change. eg km are defined as 1/1000 of the disance from pole to equator through paris.
