This is interesting since nobody really understands the geopolitics of Iran or its major signficance in opening relations other than its believed eminent threat of nuclear proliferation as perpepuated by the media (which intelligent people don't rely very often) The US has acted belligerent to Iran since the 2002 State of the Union Address when Bush lumped Iran with the "Axis of Evil" effectively severring relations with Iran and earning a slap in the face by the Iranian populace who continue to view the US as an imperialist nation. Remember the 1979 Revolution with Khomeini or the 1953 coup in which the US made the Iranians' lives miserable?
Why is Iran so important you ask?
-Iran is blocking peaceful motions in the Middle East
-Its government holds the key to stability and ENDING the IRAQ WAR (most policy experts in the academia will tell you this)
-We have to transcend beyond our animosities to mend our historic ties
-Iran plays a crucial role in ending terrorism (for the Shi'ites anyway)
-Iran's frozen assets IS here

Bush refused to talk to Iran one-to-one about their nukes until they stopped enriching uranium. The talks you are talking about are about Iraq security, not nukes. There's no change in the policy of the administration.
