First, ask a few questions. What is he trying to do with the website? How is it going to be advertised. What services do his customers expect from the website. How much traffic does he expect to the site. How much is he willing to pay? If he's trying to sell stuff through the site, then it's going to be expensive to set up. If there's going to be alot of traffic,it's going to be expensive to host. If there is going to be a lot of creative content, it's going to be expensive to maintain. Start with a statement of work andsome audience research so your customer (your dad) doesn't end up looking like a moron.

Try SBI...it's an easy to use site builder and they walk you through the process, easy point and click, and even do some of the search engine submissions for you.

Also on the owner of SBI has a great book called Make Your Site Sell...it's a few years old but still has some great info on building a website...and it's FREE! Can't get better than that!

You can download a copy of it here:

It's a learning process...the easy part is building a site. Driving traffic to it is when the work comes in but the site above walks you through the process.

From the government on how to set up a website. If this doesn't help, you may have to tell him you cannot do it. This is a step by step on what to do.
