Depending on your OS, you can go to Control Panel, Internet Options, then go to the Privacy tab, then click on the "Sites" button. (Depending on your OS, this might be a little different, but usually can be found in the same location).
Once you get there, see if he listed RuneScape on his block list. If he did, just highlight it, and click on "allow".

First off, dont say "yo" Ok, were not your "homies or anything", lol. If he blocked it from his computer it depends on what browser your using to get to RuneScape. If its internet explorer 7 then go tools, internet options, security, restricted sites. Then remove runescape from the list. If he did it from your router then your pretty much outta luck.
