KOH reacts with (NH4)2SO4 and NH3 is produced.

This is a displacement reaction. We swap sulfate for hydroxide with the potassium ion. But when we put the hydroxide with ammonium, which is a very basic (high pH) situation, the ammonia escapes as a gas, but you also form water.
