Any good garden center has chemicals to help retard growth, but the simplest way is to just cut them off.

Cut off the part that you don't want, and then paint over it with lead paint I think. You might be able to use regular paint, just ask at the hardware store. Also, I have seen people put a piece of tin over the cut off part. Which you can decorate to make it look better. Good luck

Our maples and crab trees send out more shoots some years than others. I simply cut them because I try to avoid chemicals.

rub them out when they start. If they are growing, cut them with very sharp pruners at the point they go into the main tree.
