I'm not sure what to do with him/her, and I'm just wanting some advice. He was in the middle of a busy intersection.

Just ask the poor creature first what it was doing in such place. Was it sunbathing? It could only be fooling around. Otherwise, bring it home and adopt it.

its a good thing you were there to pick him up and turn him right side up or else he'd get heat stroke or sun stroke if you found him on a busy intersection. you cud take him/her to the vet to make sure its ok and let them give you the right advice where to leave ol' sparky. (either in some grassy area away from trafic or simply leave it to the vets instead.

You might call a wildlife rescue organization and ask their advice. They are specially trained for wild creatures such as the turtle.
