Let's take this one question at a time. First of all the resorts. Any of the resorts will do the job just fine, it all depends on how long you want to stay. If this is your first time at Disney, I would recommend staying at the value resorts for a longer amount of time so that you can do and see more things, then checking out the moderate resorts for your next trip. The value resorts rooms are a little smaller and they do not have a sit down restaurant, but that really is no big deal. For two 21 year olds you can check out Downtown Disney for some great night life and incredible restaurants. Now remember this is a suggestion. It is very possible you may get to the resort comparison tool at the site and decide that the moderates are more suited for you. They are a little bit quieter and the kids that are there tend to be a bit older, but again it is Disney, so there are going to be tons of kids at all of the resorts.
Having said that, I would recommend staying in any of the value resorts EXCEPT All-Star Movies. Usually I say that ASM is the one to stay in, but the decor and look of the resort really attracts the families with small kids. I would say the Pop Century would be the first choice, with AS Sports and AS Music next in that order. All of them are very nice, have decent food, and the decor is outstanding. I would go to www.disneyworld.com and do a resort comparison to check out the resorts and pick one.
Next, the transportation. As a Disney resort guest you are given the keys to the kingdom, which includes unlimited use of any and all of the transportation. If you would like to ride the monorail, by all means make it a point to use it. What you could do (just a suggestion) is go one day to EPCOT, then when you are done take the monorail to the transportation center and then to the Deluxe resorts around the Seven Seas lagoon to check them out (which answers the next question.) The Deluxe resorts really are something to see. For the most part using the bus system is the quickest way to go, but if you want to check out the other transportation, by all means use it.
You are welcomed to check out any and all of the resorts. I have done this multiple times to scout out where we wanted to stay for our next visit. The moderate resorts are much bigger with bigger rooms, and walking around them is pretty cool. Of these resorts my favorite is the Caribbean Beach. I just think this one is the nicest looking with the most to offer. Yes it is big and spread out, but it is also much quieter. Each section has it's own quiet pool besides the main pool. Each of the moderates is pretty much the same as the other, with the layout and decor just a bit different.
I hope this helps. If you want more info I would recommend a couple of different sources. First go right to the source, www.disneyworld.com. You can do a resort comparison, check prices, and see all of the attractions and rides. Next, go check out the disboards. The disboards is the most info about going to Disney I have found. It is a message board set up where you can ask quesitons and get answers from people who love to go to Disney and really know their stuff. You can get a resort review, dining review on any of the restaurants, and ask just about any question you can think of. I am a Disney veteran and learn something new each time I log on there. Finally, go to the bookstore and pick up the Birnbaums Guide to WDW. There are a ton of guide books out there but that is the one that has worked best for us.

As far as moderate resorts for 21 year olds- Port Orleans or the Carribean Beach are really nice! The values like All Star Movies, Music, and Sports and the Pop Century are fun as well but aren't located as close to the parks.
Yes you can ride the monorail! In fact our first night there we usually take a monorail tour of the park(s) and hotel(s)! Ask the attendant if you can ride up front!! It is truly a one of a kind experience!
You are free to look through all of the resorts! Even non Disney Guests come there often to eat! So check them out, they are some of the most beautiful attractions there. If you end up at the Deluxe resorts near the 7 seas lagoon at night you can see the fireworks from all 3. Also you can see Illuminations from the Boardwalk and Yacht and Beach Club!

All of the Disney resorts are really great and I don't think you can go wrong, for the most part. Whether you stay at a value or a deluxe, you still get the great Disney service and all the perks of staying onsite, so that is the best part. The answer to your first question:
The values are nice because you are spending less money. You get to stay onsite and have all the perks, but you aren't spending a lot of money on just your room. If you don't spend much time in your room and it basically just where you will start and end each day, more than likely they will work just fine for you. However, the values do have a rather small room and can be a little noisy, depending on other guests, but this can be true for most resorts. However, the values are more popular for groups and families, so that can result in the resort being a little more noisy. You also have the foor court which has a lot of inexpensive options, though definitely not some of the best food on property, I say it is pretty good though for counterservice. If you are going to be on the dining plan the value resorts are great for snacks and things like that.
The moderates are going to run you a little more, so in your case you won't get as long as a vacation. However, if you plan to spend a little more time in the resort, then this is definitely the way to go. The atmosphere is a little nicer for adults (value resorts have more novelty to them and are more for children, but are really pretty cool for any age) You have a little bit nicer options for food, rooms are larger, etc. Also, the moderates tend to be less noisy and a little more quiet and laid back.
As far as which resort, it will really just depend. The All Star Resorts are nice, but usually are a little more popular with kids, especially the movies. The buses can get a little crazy since all three resorts share one bus, if you stay at the movies (which is the newest of the All Stars and most popular) you may find you have a hard time getting on the bus, especially in peak season. My only suggestion with the All Stars would be to stay away from the Sports. It is the oldest of the value resorts and I have been hearing recently on message boards and such that is in need of some sprucing up and things. The Music and Movies are both nice, again Movies is the newest and most popular, but last for the bus. Music was just recently redone and looks really great, the rooms are nice and everything, so of the All Stars my pick would be for the Music. However, my number one pick for values is Pop Century. It tends to be more popular for adults and is a little more quiet, they have their own bus so it works out a little nicer, the grounds are really nicer, etc. So, my pick for value resort would be Pop Century.
Now, for the moderate, I would say that I have a tie. I would either go with Port Orleans (French Quarter and Riverside are pretty much the same, with a few little differences, so that decision is really up to you) or Coronado. Caribbean is nice, but is a little older and not quite as nice as the others. With Port Orleans you have a smaller, more intimate resort. The grounds are really nice and it is really romantic. You also have the benefit of having boat transportation right to Downtown Disney. Downtown Disney is one of my favorite places to go, and makes for a really nice (and romantic) evening. If you plan to spend a lot of time at Downtown Disney I definitely think that is where I would stay. Coronado is great as well. While you don't have the boat transportation, you do have a few other benefits. This is Disney's convention hotel which means more business men and women are staying there. So, it tends to be pretty quiet and during the day it is usually pretty empty, so it nice to stay around, swim, etc. Also, because of it being the convention hotel, it is a little more like one of the deluxe resorts.
If you are coming from your hotel to the park, you will just want to take the bus right to the park. Disney does not offer a bus that goes between resorts, so, in order to get to another resort you need to take your resort bus to a park or Downtown Disney and then get on the bus to go the resort you wish to go. Or, if you are at one of the parks with the monorail you can right it to the resort. If you are just needing to get to the park you can just ride your bus right over. Now, if you are wanting to visit the hotels, you can just hop on the monrail, if you are at one of the parks that has it, and take it right to the resort. Then, you can ride the monorail to each of the three resorts on the monorail to look around.
For the most part you will probably be usign the buses. When looking around at resorts you may use the monorail or boat as well, but the buses tend to be your main source of transportation, unless you are at one fo the resorts that offers other options.
You are allowed to go to all of the resorts, that is no problem. The only thing you are not allowed to do is use the other resort pools. If you just want to look around the resort, maybe do a little shopping, or even get a bite to eat that is just fine.

So sad, I just Googled it and an article came up. According to Reedy Creek Emergency Services, the monorails collided at about 2 a.m. Sunday, killing one of the train operators. The name of the driver has not been released. The operator of the other monorail was not injured. Eight other people were evaluated after the crash, but no other injuries were reported. A witness told Local 6 News that he heard a loud crashing noise when the monorails collided. Video obtained exclusively by Local 6 News shows guests trying to help the driver who was killed in the crash. The monorail has been closed, and an investigation into the fatal accident is under way. Walt Disney World vice president of public affairs Mike Griffin issued a statement offering condolences to the employee's family. "Today, we mourn the loss of a fellow cast member. Our hearts go out to the family and fellow cast members who lost a coworker and a friend. Safety of our guests and cast members is our top priority. We will work with law enforcement to determine what happened," Griffin said in the statement. A Disney spokeswoman declined to discuss details of the accident.

well, for 2. 21 year olds i would definitly reccomend a moderate priced hotel. they are the best deal for your money. But deluxe offers luxury, while i, in my opinion think you might enjoy a value resort, because they are the cheapest, but often appeal to the college crowd (i don't know if you are in college though). Even though only 3 disney hotels offer the monorail (contemporary((my faveorite one)), the grand floridian, and the polyniesian) the monorail only goes to magic kingom and epcot, and to get to epcot you must transfer monorails. you can take it though to get from magic kingdom, to epcot though if you want to swich parks. you can also go visit other resorts and then take the monorail to the parks. I really do reccomend staying at a hotel with the monorail though, because not as much time is lost gettin/waiting to get to those 2 parks... hope this helped you out a bit!!

1. My suggestion would be Port Orleans Riverside, one of the moderate resorts; it's very scenic and it's only a ferry ride away from Downtown Disney.
2. Yes, you can ride the monorail anytime you want to visit the Magic Kingdom as it's the only other way to get to the park aside from taking the Disney bus from your resort. The monorail station is at the Ticket and Transportation Center.
3. Anyone staying at a Disney resort can ride the Disney buses to any of the other Disney resorts. Also, Disney buses don't go to Downtown Disney from the theme parks; you have to go from a Disney resort.

You can get to ride the Monorail if you want. You can take a bus to another hotel and catch the monorail. You can take a bus and a bus to get to the monorail. Or get to a park by bus and take the Monorail. Yes you can check out other hotels. I'd suggest making a reservation at the Polynesian Hotel's Lu'au.

We used the monorail to leave Epcot as it closed to Magic Kingdom (which was still open) this was because the buses for our hotel at Epcot were overpacked. It was easier in Magic Kingdom because people were still in the park watching fireworks. With that being my experience, yes you can. May I also suggest the value hotel's preferred package. I stayed at All Star Sport in a building right by the pool/food court/lobby/store/bus station. But we had a room facing woods, not the pool. This let us be near the pool but not have to hear 200 screaming kids in it while trying to sleep. I think we were in a surfing theme, suggest it with your travel agent.

last time i went (last year), the monorail was free. thus, you can get on and off at any of the resorts along the line.
