Setting up a store at the beach?

I live in Miami and would like to set up a service AT the beach. I'm thinking along the lines of just putting a cheap canopy with a portable generator to do what I want to do.

Are there taxes/is it legal to do this on a public beach?

Depends on the beach. The generator makes it more tricky. Start by calling the city that bounds the beach and ask who to talk to, probably Parks and Recreation.
