When first bringing a tortoise out of hibernation, the temperature needs to stay at a constant 68 degrees at the minimum to raise the tortoise's body heat. If it is an inside tortoise, the light periods should be 8 hours of light and 8 hours of dark gradually working up to 12. Once your tortoise does wake up, let it soak in clean lukewarm water and you can add liquid reptile vitamin, soak everyday for an hour for three or four days. Once it is awake try offering it food. Red and yellow foods or flowers stimulate herbivores to eat. Wiggling foods will stimulate carnivores to eat. Desert tortoises can carry respiratory infections-a bubbly running nose can be a sign of this. If the tortoise appears ill and you can't treat it call a vet.

Why are you hibernating a desert "turtle" (whatever that is) at all, let alone 7 mos.?
You need to provide it with heat and proper care quickly before it dies!!!

warm up the temperature a little bit in it's 'house", it might be that's just cold and thinks it's still hibernation, if that doesn't work I'd really consult the vet. Good luck!

Knowing the species and habitat would really help.

If it is walking around, it is not hibernating, so it could be eye infections keeping the eyes closed.
