It's easy to say not good enough for the NFL, and for some players that's true. In some cases, however it's because the players talent lends itself to the arena game more... in those cases those players can't make the NFL roster, but flourish in the arena league. A general example of that would be an NFL quarterback generally needs to be above 6'ft and gun the ball downfield... for the arena league the field is only 50 yards, so a big arm isn't as nessicary, and since there's less men on the field (less linemen to see over) a quarterback doesn't need to be as tall. Arena football doesn't lend itself to quick elusive runners... runners that are big bulky men (fullbacks) are the feature of the arena football running game insteand, so for some they can do better as the fullback in arena football rather than to be an underutilized fullback in the NFL. For receivers in arena you don't need to be as fast... the game favors offense enough, just a size advantage or good route running can be enough to flourish in arena football. Hope that helps.

The Arena game is smaller, so players go both offense and defense. The field is shorter for kickers, too.
The NFL gets its rosters shortened down to 53 players every year before Week 1. The players not on rosters at that time still want to play, so they have to get noticed. NFL Europe, Arena League, and semi-pro leagues are ways these players can get training and attention.
Canadian leagues play by different rules, but the big-arm quarterbacks who can scramble a bit do well up there with the extra room on the field. That's how Warren Moon and Doug Flutie got noticed.

The only way players could go play in another league is if the NFLPA *doesnt'* decertify. That would mean that a lockout by the owners puts all player contracts in suspension, freeing them to go sign elsewhere if they wish. However, it's not going to happen. NFL stars are not going to risk a career-ending injury playing for lunch money in some minor league. You KNOW there's some linebacker in Omaha who's craving to make a name for himself by being the guy who knocked Tom Brady out of the game. NBA stars might go play in Europe because they can actually make decent money, and the risk of injury is a lot less.

means they didnt make the cut list they either were cut ,free agent,or were never drafted at all. There are alot of players that make it to NFL. Most of arena players have or do walk on to Nfl scout team just dont make roster. Alot of these polayers are un polished they need the final touch before NFL.

What player doesnt want to Throw 8 TDS in one game or Catch 5 TDS and still get payed, but doesnt have to take the punishment of the NFL

Basically it is one of two reasons...A) They aren't good enough to play in the NFL I.E no one drafted them or they were cut and not signed or B) they like the style of play and are able to show off themselves more...I hope this answered you question!
