REVLON makes the best eyeliner I've found! Use the pencil long lasting on the top and lower lid, then line JUST the top lid with liquid eyeliner (also by revlon)- your eyeliner won't move for the entire day. Also try Revlon's 18 hr. eye shadow. The best mascara that I've found is by lancome. I use the samples- just go to a dept. store and ask for a free sample- While you're at it, the best foundation is Maybelline's pure stay powder foundation. I promise, if you use these products you'll never use anything else!

Lancome makes the absolute best brand of eye liner and mascara. It's a little pricey, but well worth it. Not only is it just a better product, it last longer.

Dior kohl pencil in waterproof is AMAZING! think it's about £13 but there is a smudger on the other end and comes witha pencil sharpener, it is also much bigger than the cheaper 1s, plus it will not budge! it's really soft too so won't drag the sensitive skin there. I'm a make-up artist & it's the 1 I use

The Black you buy from Avon is excellent and a very good price too. Usually 1/2 price if you watch. Its goes on smooth and doesn't smudge.

i like stila, if you'd like to smudge it. it's a strong liner and it'll stay for hours.
i.d. by bare mineral is a great line for eye products, especially since they're big on being natural. the look is natural and the feel of the bare minerals products is so lightweight.
lola cosmetics is good if you want a really fine pencil point. they have a lot of colors and sizes to check out.

For inside the rim, I like Urban Decay's waterproof eyeliner. It glides on smoothly and stays put.
For a softer look, outside the waterline, I like Lancome. It has a nice, feathered look and it wears well.

If you'd like a great, cheap eyeliner, I'd go for Rimmel Kohl in Black. It can be used for a thin line, or a nice smokey eye, and you wont feel the pain in your wallet!

i bought nyc eye liner for like .99 and it works great. at first it does not come on as strong but give it a couple of days for it to kick in... good luck
