If you mean the 1981 Avalon Hill version, there are currently 4 versions currently for sale from users of boardgamegeek.

This is the absolute best place to find any information on any board game from the past 100 years or so :-)

Go here to find out more.

Just scroll down the page to the marketplace area. You can also see that there are 7 copies on ebay right now, and if you click "Completed" you will see the price that dozens of ppl have paid for the game on eBay. Personally, I always find Troll and Toad very exp. for buying second hand games (although there's are often excellent copies). Far cheaper just to try a few auctions 'til you get the one you want.

The IN-print version is made by Eagle Games, and the 2nd edition is available (tho on back order right now) thru http://www.eaglegames.net/products/CIV/civ.shtml , price apparently not shown. It is therefore quite probably also available thru your local games store, with whom you should cultivate good relations.
The cheapest copy of the out-of-print Avalon Hill version that's I've just located thru Froogle (now aka Google Products??) is at Troll and Toad (http://www.trollandtoad.com/pd1654389.html?associateid=31_7 ), for $76.41 plus whatever they charge for shipping and handling--they're in Kentucky, U.S.A. That copy is listed as in "Very Fine" condition, which I suspect is amazingly good for the amount of mark-up: "It has been played, but very few times, and kept in excellent condition. Box is in relatively nice shape. If there is a split corner, it has been mended well. Box may have a couple small bumps, or a small rip. All components are present." If you really *must* have the old version, you should grab it NOW--if it's still there when you read this!

A good family game would be in the Cadoo series. It doesn't matter what game, they are all usually fun, simpler but not too simple, and difficult but not too difficult. Or if you are looking for hours upon hours of fun you could buy Monopoly, the never ending economics game for the older children. An overall good fun hour and 30 minute game (depends if everyone is playing) is Life. Life is a game that everyone can play who wants to learn a somewhat Life-like game.

You'll only be able to find the later in the used game market. eBay and a few specialty stores like Troll and Toad mentioned above are probably your best bet.

Good luck!

Try finding a copy at a business in my hometown of Battle Creek, Michigan--Titan Games. They sell lots of vintage board games, used CD's and DVD's, and vintage video game systems and cartridges. Visit them at www.titangames.com. Maybe they'll have the game you want.
