NO, but you can burn onto a cd-r and it might work. It's called a VCD or SVCD, just google it. And nero allows a mini-dvd (not to be confused with the 1.4gb small dvd) to be burned, you will only be able to store very little video on a CD-R. And either way for even watchable quality, you'll be using the entire disc for 30 minutes of watchable film with sub-par quality. Newegg.com carries real dvd burners for like 30 bucks!

Nope, you need a DVD writer to burn a DVD disk and a DVD Buring software to do that for you

No, the CD and DVD format differ greatly, You may be able to purchase an external DVD Burner for about $100.00 usd

yes sort of you can burn a mini dvd onto a cd, it is a cd video format that can be read by most dvd players but you can only fit a small amount of stuff on it, you can also burn a VCD or svcd they are not dvds but are video disks
