I don't think there is such a thing. If you are making something, you can cheat a little by checking the back of a pattern envelope for the suggested fabrics. You don't have to buy the pattern. You could jot the fabrics down in a notebook and start your own list that way.

After a while, you'll be able to just go to the fabric store and buy based on the way it feels and experience, rather than any set list of names.

If you go to the pattern maker, the back of the envelope has all the recommended fabrics for the pattern.
The design and function of the garment rule the fabric.
Sportswear needs stretching jerseys, knits, spandex...
Evening wear requires high end velvet, satin, silks depending on the design.
Typically casual wear is cotton, but all these are just guidelines.
You can sew a decorative heart shape on a baby's t shirt in satin or velvet.
You can make a beautiful gown from polished cotton or gause.

on every pattern you buy it lists what sorts of fabrics to use and often lists specific fabrics not to use, for pillows you want something that will take some wear, be washable, etc, for blouses you want something fairly light in weight, cotton, silky fabrics etc. for a tote bag you could use scraps of upholstry fabrics as they usually are strong and often have a backing that gives them extra strength. for childrens clothing you want to use something that wears well and is washable, usually cottons. mostly you use your pattern, your good judgement and ask the person in the fabric store if there is any doubt.
