Temperature sender is bad or unplugged.Check for blown fuses.

If you have the 3.1 liter other luminas of course, olds ciera, chevy monte carlo, chevy impala, olds cutlass, pontiac grand prix, buick regal. If your vehicle has over 150000 then i would suggest just getting a new one with the same engine and use the old one for parts. If your vehicle has low mileage and you can put the head gasket in yourself then go that road. The cost of parts should be under 200. If you need to pay for labor being a 96 then its probably not worth the price of the car.

there's a part of the computer that helps activate these fans ,it built in to the computer ,there's also a temperature sensor that tells the computer to activate the fans if needed,and there's the fuses for them,i got in to this with a 97 model a while back here at my shop,and it turned out to be the computer bad on it,and even after getting the computer in one fan still didn't work ,and it had a burnt fusible link on it,once all this was replaced the car ran very good ,and the fans came on exactly when they was supposed to,i know it sounds like a lot,but its really not,i think we spent a little over 100 bucks to get that one going again,what you might want to do is have a good mechanic look it over they can usually spot the problems with these,good luck with it hope this helps.

well one is controlled from the ac signal, in other words when the ac compressor kicks on so does one fan or both. the other one will kick on with temp. There is a temp switch on the engine that sends a signal to the relay to turn the fan on

bad thermocouplers? have u tried to hotwire the fans, ie bypassing the switch?
