Yes it is legal. If the odometer is not working the car must be sold TMU (True Mileage Unknown) and this disclosed to you.
As is means exactly that. What you see is what you get. The seller is telling you when the vehicle is sold as is that they are not going fix anything!
Before buying any vehicle, as-is or not, it is a good idea to have it checked by your own qualified mechanic!

In KY we have a block on the title that asks for the mileage and another block that says the mileage is unkown. If you check that block, then the odometer does not come in to play anymore.

sure . why not. as is is just that. is it legal to sell a car with motor not working? there is a provision on title for nonfunc. odometer or nonspecific mileage.
