Waterproof mascara can dry out the lashes & make them more brittle. It depends on the brand & formula.
Most of the damage to lashes, stems from rubbing the lashes too hard & repeatedly w/ makeup remover.
My favorite eye make up removers are:
1) Cetaphil face wash 2) Clinique eye makeup remover (blue bottle) 3) jojoba oil

Close your eye, put a drop or two of mineral or baby oil on your finger, spread it on the eyelash. Let it sit for a bit or gently rub it a little, wash your face as usual to get the oil and all the rest of the makeup of the day off. Works super super well and is super super cheap.
I used waterproof mascara all throughout high school and it was fine. I moved to regular type, but I can't remember why. It was either cheaper or had a better variety.

Yes. Unless you use makeup remover, it's hard to get it off and you can pull out your lashes. Waterproof does not mean smudge proof, and I'd recommend only using it when youre swimming or other chance of getting wet. So just buy an eye-makeup remover for easy removal.

There are regular or water-soluble mascaras, which can be removed easily without the help of eye makeup remover avoiding the sagging of skin and waterproof or water-resistant mascaras that do not wash off easily and is great for summer and monsoons. It is the best choice for athletes and swimmers, as it does not melt away with sweat and water. Most water-resistant formulas are so processed that they do not smudge or flake easilyhttp://www.facenbodycare.com/Makeup_Tips_for_Eyes_Lips_and_Face.html

No not at all- it is a little harder to get off so you may want to use an oil-free eye make up remover to go with it.
