Today my landlord came to my apartment and said he needed to turn my water off because the tenant below me sink was backed up from something that may have went down my drain. He said it will be on again tomorrow morning. I was in the middle of cooking and cleaning and it was very inconvenient for me. Do landlords have that right to turn off the water supply without any notice at all?

Yes, he can do so. The fact that the sink below you was backed up created a health situation for the tenants below you and needed to be remedied as soon as possible. Additionally, if the problem was caused by something YOU put down the drain, you should not even THINK about complaining, since it would appear that you are the cause of your own problem.
