It doesn't really matter what animal, because George Orwell's intent was not to incriminate pigs for their selfishness or evil purposes. He was writing a satire on the follies of HUMAN nature, and the lengths that humans go to in order to be superior to other humans. Animals don't really have such manipulative mindsets. So, I can only say that I agree with the first person - humans would be the ones to start a revolution.

Probably the mouse. The mouse would sneak into the elephant's cage; and with a squeek to the ear send the elephant trampeding through the boat.

Tyrannosaurus Rex, being the most powerful carnivore he would eat the dissenters. Of course when he is done, there would be no animals left, so it would be rather peaceful and he would need to become a vegetarian.
