The breasts are made of mostly fat and some glandular tissue.
No type of exercise will make them smaller.
When a person loses a significant amount of weight, her breasts will be a little smaller as well.

Working out may or may not reduce your breast size. I know women who have tried working out and they didn't lose ANY in the breast, and I also know a few who have GAINED a cup size while working out.
It all depends on how much fatty versus dense tissue is in your breasts. If yours has a lot of fatty tissue working out may help lose some in the breast. If its a lot of dense breast tissue (like me) then you might not lose any in the breast and surgery would be the way to go (you can get it covered by insurance if you have health issues such as back pain).

The kind of exercise that burns a lot of fat (maybe aerobics? But you'll need a good bra to keep them from sagging.)
