Is it illegal to disable daytime rinning lights anywhere?

It varies by county. and to turn them off, just hit the park brake, then start your car. It works on most vehicles

to the best of my knowledge, daytime running lamps are not mandatory, check local laws before disabling anything though

Not everywhere. In Wisconsin it is.
