It's always been around. Whenever one group is not strong enough to overcome another, it uses terror to discourage others from going near them, or in leaving.
Terrorism is also used in time of war to make the enemy want to give up or not fight in the first place.
Terrorism is normally directed against civilians and other "soft targets".
Carpet bombing of cities is an example of terrorism in time of war. Earlier examples saw defeated armies having body parts removed like hands.
Modern terrorism tends to focus on placing bombs in populated areas; sometimes warnings are given (the IRA used to warn about bombs where civilians might get harmed), sometimes they're not. In particular, muslim suicide bombers are happy to die and kill as many non-muslims as possible.

The start of modern terrorism is usually considered to be the actions of the Irgun and Stern Gang formed in Palestine by illegal jewish immigrants after WW2. They carried out numerous atrocities against the Christian and Muslim Palestinians. They bombed the King David Hotel In Jerusalem killing 90 people, They took British hostages and killed them . They invented the letter bomb.
Their campaign of terror was so successful that the UN was forced to divide Palestine into two parts against the wishes of the majority of the people and so the State of Israel was born.
All terrorist groups since have modelled themselves on the jewish terror in the hope of achieving the same outcome.

It originated as soon as one group thought their way of life was "proper". Ironically, the peace and love that most religions are supposed to teach are the primary sources for violence and terror in history and today.
