Miracle, I would love to give me an answer, but your English is somewhat broken. Would you be willing to try again - specifically the part "university student should not be given on study skills in their study programme."

depends on the type/level of student and university.
when the valdictorian from high school is coming and going to university, they might not need it. maybe could be based on
high school grades or test scores whether you needed it.
or just give the student the choice whether to take the study skills class. i have known many students who failed due to lack of
study skills and many students who excelled without study skills classes.

i think it is up to the professor to decide. generally, students are given the opportunity to chose their classes. i feel as though there should be some classes or seminars so that learning study skills are available. however, once the classes are more advanced, i think that teaching study skills detracts from the other material/curriculum.

I disagree, because some places they give very poor education due to the lack of funds and how can they expect such competencies if they don't have them (some not all students)

Yes I am not sure if you are stating your question that way on purpose or if it is truly your lack of a proper education. I would say this regarding your statement. It should not be mandatory but it should be available.

by the way if you are stating your question that way on purpose please do not do that in the future.

What does "dis" mean?

Obviously I know what you think it means. Why don't you learn to write in proper English so that people would be more likely to answer your question?
