If the sarcasm is not terribly pointed at someone or something that can use the nudge of wit, it is perfectly OK. Comics use sarcasm all the time and it can be very funny, but there is a fine line between funny and malicious

Yes it can be used in a good way especially in humor but usually more towards yourself not others. If you are being sarcastic towards others it would depend on the where you put the emphasis. Most people understand sarcasm and in our culture find it acceptable assuming you are not putting someone down that is the key many times using sarcasm is puting someone down then it is bad.

Sarcasm is usually not cool. It's kind of passive aggressive and not a recommended behavior if you really want people to like you, unless you are a comedian at work.
