It charges when you plug it in like when you put music on it. Just leave it plugged in until the light turns green. And also make sure you have it completely up to date. The shuffles had a problem with battery charging and they came out with updates for it and mine has been fine since.

It may just be dying. You charge the shuffle by connecting to your PC's USB port. If you can "sync" the shuffle and add new music to it, then it should also be charging.
If you leave it on all night, and it isn't fully charged, then it may just need a replacement battery.
If there is an Apple store in your community, you should take it to them and ask about it.

I have a plug that fits in my wall outlet for my ipod mini. Not sure if there exists such a thing for the shuffle but check Best Buy, it's worth a shot.

was your computer on when you are charging it? if it is on and battery still low, could be a battery problem. try again. if same thing, go to your nearest ipod centre to check

You need to make sure the device is on. If not I think there is no PC to Device connection.
