Yes it will work. However, you have to call Cingular to have the RAZR "unlocked". Call the customer service at Cingular, and they will ask for your current/past Cingular customer ID and specific phone model, and phone ID, and within a few business days, they will email you the unlock code. Do exactly instructed on your razr, and put your new SIM card from TM, and you will have yourself a new phone!
There are services on the internet that does that for you for a fee of course. But it's free, if you are willing to make the phone call.

You'll have to get the phone "unlocked" in order for it to accept your Cingular SIM card because the phone is undoubted "locked" to the T-Mobile network. If he's getting another phone from T-mobile, they may be willing to unlock his old phone as part of the deal.

SIM card technology does allow you to switch cards from one GSM cell phone to another, but only when the phones in question were activated by the same carrier or are unlocked so that their settings aren't tied to any one carrier.
