Want ads the WORST way to look for a job. The best way is networking. Let everyone you know, friends, family, EVERYONE, know that you are looking for a job and ask them to keep you in mind if they hear about something. It's like having 47 people out there looking for you. The thing is, decent jobs are usually filled by KNOWN entities. Employers would rather hire someone they have some familiarity with, even if it's just a guy they know who has a friend who's available. There is nothing wrong with sending in applications, especially if it's not time consuming like email, but I wouldn't expect too much from that. Get networking.

Don't get discouraged. Three weeks is a very short time for a job search. Most people, unless they're looking for a minimum wage, fast food or retail type job, take months to find something, or longer.

Were the 25 applications in response to ads looking for someone to fill a job that you have experience at, or are you just applying places whether they have openings or not? It doesn't hurt to apply, but you can hardly count those as reasonable prospects.

Go to your local college and find out when they're having a job fair? There should be tons of jobs available there.
Also, have someone take a look at your resume. A fresh set of eyes might point out something that you're missing.

it usually takes like 3-6 weeks for people to call back for a job interview becuse either they arent hiring at the moment, or a lot of people apply, and they need a lot of time to go through apllications. give it a little while and you should hear back from at least 1 or 2 of them.
