Alright, I bought an item off of eBay UK. I live in the US. So I bought an item that costed £46 and I figured it would cost me around $60. But then in PayPal it said they were charging me $93 because of an exchange fee. Is there any way I can get around this "exchange fee?"

Well, according to google and xe.com, the conversion rate as of today was 1 pound = $1.34.

One pound is worth almost two US dollars ($1.9837 right now, to be more exact). So why would you think something where you bid 46 pounds would only be $60? The value of 46 pounds, in dollars, is $91.25 as of today - it varies a little every day.

It's not Paypal making money off you, as you seem to think - it's what it costs in US dollars to spend 46 pounds.

Currencies of different countries have different values - it's not 1 to 1. If you don't know about foreign currencies, check the value vs. the US dollar BEFORE you bid. You can do that at http://uk.finance.yahoo.com/currency-converter?u

No, you can't get around the exchange fee. Your bid of 46 pounds was a bid of a little over $90, so that's what you'll have to pay - and by the way, shipping UK to US is more than shipping within the US also.
