No. For exposure to a mutagen (like radiation or toxic waste) to do anything other than give you cancer or radiation sickness it would have to cause the same mutation in most of the cells of your body. Which is so implausible it's basically not worth talking about further.
It might result in your children being mutants, since for that to happen all that's necessary is a mutation in one cell (the lucky sperm or egg). The mutation's overwhelming likely to be deletrious, but occassionally it may be beneficial, that's how evolution works.
The problem with that is for you to get most classical "superpowers" (telepathy, X-ray vision, telekinesis etc.) would require a mutation in WAY more than one gene. The odds of just the perfect mutation happening in hundreds of genes is incredibly low. So your child may grow up to be a little stronger than most people, or have sharper hearing or sight or smell, or be a little smarter, but they'd be very unlikely to have superpowers in the comic book sense.
The only way it might happen is if certain abilities (like telepathy, say) are actually already latent in most humans, only requiring a mutation in the activator sequence of that gene to make it active.

yes. all you have to do is go to a toxic waste dump and go skinny dippin. if the toxic waste doesn't melt off your face you should go to a doctor and get a check up. you will then get the greatest power of all.... cancer!
