Its from the late eighties or early nineties and has the phrase "under the ocean" in the chorus...I thought it was Dinosaur Jr but cant find it anywhere.

There is a song by early 90's band Belly that says "Under the ocean, theres things shining everywhere." within the chorus, although I feel like Belly has primarily girl vocals and I wouldn't think you would confuse that with Dino Jr. Maybe a guy sings from time to time, it's been awhile since I've heard Belly.
ALSO there's alt band Throwing Muses that has a song called Snailhead, but with females as well. Lyrics go "And a diamond growing old, Under the ocean that's as black, As where you came from, black as rocks" I think.
And doing a google search, I came across lyrics of a song called "Ocean" from a darkwave band name Collide. Lyrics are: "solve your misconceptions you and me under the ocean eternally deep in the ocean you and me equalize and demonize..."
Good luck with this one. I really tried. I don't think Dinosaur Jr. has a song with that lyric. I'm really curious if I got it right with any of my suggestions, so let me know!

it's called "Into The Ocean" by Blue October
Actually...I think it's probably "Under the Ocean" by Element 101
