There are two ways:
1. Overwrite the entire drive with data that you don't care about - you must fill the drive completely.
2. Take the drive apart and remove/separate the platters.

If you're not concerned about data retrieval from other parties, a simple format will be enough. However, if you're massively paranoid about "them" coming after you...points 1 & 2.

I can't say I've ever heard of 7 formats being a proper wipe, but I've certainly heard of data retrieval specialists getting data off what appeared to be completely destroyed drives. Overwriting all the data ensures that the only data to be retrieved is the last data that filled the drive, and removing the platters does a sweet break of any data recovery chances.

depends on how much you want to wipe it and how much time you have.
The easiest way is to boot with a windows 98 diskette ( if you have diskette a drive) or a bootable cd
go the bootdisk.com to make one
Next boot of that . You may have to go in your bios settings in the startup and change the boot sequence order to make the hard drive the last on the list.) At the worst choose " factory defaults" It will do the trick.
When the machine boots you will see a prompt

type at the prompt say it the diskette drive a:

type fdisk
chose option 3( delete partition)
For windows xp it will be option 4 ( non dos partition)
For windows 98/me it will be option number 1 ( dos partition)
the xp may be number 1 possibly
reboot that is it to make sure no partition
if you run that fdisk it will say no disc

2) It is possible someone could resuurect your viral homeland security information.

You need a program which will overwriter the drive with 1s and zeros obliterating everything.
It will take some time.
If you know the type of hard drive you have ( say maxtor / seagate / or western digital) to their site . In the support area they have tools to do this.
It will create a bootable diskette or cd
If not there is a program called killdisk which is free of charge ( for the basic version ) and will obliterate any drive.
Will take some time
As a worst case scenario you can drill a hole in the hard drive or smash it.

heres a free tool u just burn the iso to a disk thru nero or ne other burning tool, then u put in into the computer u want to rease all the data on and follow the instructions. It formats ur har drive 7 or mores times so noone can read ne data off of it.

http://dban.sourceforge.net/

and even wen u do physical damage 2 it and think no 1 can read it the could if they rly wanted wat was on the drive.

if u enter the windows cd and format the drive the data will still be on it b/c that format only goes 4 1 pass around the platter.

It can be very difficult to completely erase all your data from a disc. I would honestly suggest taking the disc out and smashing it to pieces with a very big hammer. There is software that can recover data that has been deleted in many ways today. While there are some programs that will completely destroy all your data, can you be absolutely sure? Believe me, there are peole out there who go to great lengths to get other people's personal data.

you have to reformat it. that will wipe it clean, but the only issue is that I work with computer security for the US military so inorder to make sure people can't get information off o it again i woud suggest reformatting it 7 times. that will clear it all off. or you an just ull the hard drive and keep it and then put a new one in the computer you are getting rid of

You will need some drive wiping software that will actually write over, bit by bit, the entire drive. I have not used any free ones, but one of these from the link below may suffice.

the only way is to get a hammer and let all your rage out on it. even if you format your hdd the information will still be there. you can over write this data with something useless then reformat so no one can find out what your originally had on it

The only positive wat is to remove the hard drive and then smash it into pieces and then put it in an incinerator . Forget all the nonsense about downloading data delete tools as there are also tools used by experts to recover data. One such tool is pro data doctor
