We have a dispute regarding what the moving company owes us for breakage. Who should we contact for resolution?

In PA it would be the Public Utilities Commission,(PUC) They regulate public transportation, utilities, power companies, etc. What in CA does that kind of work?

Your move falls under federal jurisdiction if you moved across state lines, and state jurisdiction if both your origin and destination was within the state of California.

the better business bureau,then if no luck contact consumer protection office for cali.
you may or may not want to file a civil suit,making sure you have all your p's and q's.good luck
