Britney Spears hands down.
Paris was born a celebrity, she's an idiot but it's partially not her fault.
Britney chose this path and had (what some may consider) a career going for her and completely blew it.
So Paris drove drunk, big deal that's no different then all the other celebs. (not that i think drunk driving is good)

I think it's a tie ... both Paris and Brittany are stupid. But, I think Brittany had to work for her stupidity. With Paris is all natural!
