Streaming audio is a complex process that can only be achieved by a server.
You can set-up your own PC as a server (running 24/7!), if you have enough BANDWIDTH (maximum number of bits/bytes per second your line admits. If you have 512k and stream something at 127kbps, you can only have two or three listeners...
You can use a streaming server, such as www.shoutcast.com.
They will help you setting your server, or offer you to be your server.
In any case, it is not going to be cheap...
